Russia's Investigative Committee said in a statement that the suspects had mainly targeted fellow nationals from Central Asian states that were formally part of the Soviet Union.

According to the Investigative Committee of Russian Federation on Wednesday, the suspects were accused of recruiting people for terror groups such as the Islamist former al-Qaida branch Jabhat Fateh al-Sham (formerly known as the Nusra Front) and the IS, Efe news reported. "They also tried to involve the recruits in other illicit armed groups, including those acting in other states", the Russian Investigative Committee said in a statement.

The arrests come just a day after a 22-year-old Kyrgyz-born man was identified as the main suspect in Monday's deadly suicide bombing on a St Petersburg subway. Authorities refused to confirm that the couple were Jalilov's parents but the woman, in response to a Russian TV reporter's question, said she did not believe her son was the bomber.
