India has stepped up diplomatic pressure on Pakistan over the death sentence awarded to Kulbhushan Jadhav.
The Times of India (TOI) has reported that India on Friday called off talks between the two neighbouring countries on maritime security which was scheduled to be held on April 17.
Coast Guard sources said the Ministry of Defence has not given clearance for the delegation's visit.
So far, India has made 13 requests to Pakistan to gain access to Jadhav, who was arrested in March past year from Iran by Pakistani authorities.

Pakistan's Inter-Services Public Relations has said that Jadhav, who was living as Hussein Mubarak Patel, was arrested on March 3 a year ago through a "Counter Intelligence Operation" from Balochistan's Mashkel.
Pakistan later rejected India's demand for consular access to Kulbhushan Jadhav.
Pakistani Field General Court Martial declared the death sentence verdict to Jadgav on Monday.
Later, he is said to have recruited Imtiaz and Rashid to work with him "for handsome returns".
Fleury makes late start, Penguins rush by Blue Jackets 3-1
Behind those goals, along with Marc-Andre Fleury's strong goaltending - who stopped 39 of 40 shots - the Penguins took the game. Two-and-a-half minutes later, Kessel netted a power-play goal, which gave the Penguins a 2-0 advantage over the Blue Jackets .
Decision by Indian government has come amidst tension between the two neighbour over Jadhav, a former Indian naval officer, being awarded death sentence by a Pakistani military court.
The new dossier consists of information from Jadhav's "confessional" video and his statements during the court trial, according to Pakistani media. However, India denied Pakistan's contention and maintained that Jadhav was kidnapped by the Pakistan authorities.
Aziz said Jadhav can appeal against the verdict of the military tribunal within 40 days to a military Appellate Court. "We are trying everything to get access to Jadhav", he said talking to reporters. Pakistan has claimed that death sentence was based on "credible" and "specific" evidence. He was, apparently, found in possession of a valid Indian passport and he has also confessed to being a resident of Mumbai and that his retirement is due in 2022. External affairs minister Sushma Swaraj had warned that Jadhav's execution will be taken by India as a "pre-meditated murder" and Pakistan should "consider its consequences" on bilateral relations, if it proceeds on this matter.
