The European Commission said Tuesday that Poland, Hungary and the Czech Republic have breached their legal obligations to take some refugees as part of the 2015 plan, which is aimed at sharing the burden of 160,000 migrants at camps in Italy and Greece.

Sobotka said in a statement on Tuesday: "The Czech Republic doesn't agree with the relocation system based on migrant quotas".

He said the Czech Republic was targeted for having relocated nobody in the past year and failed to issue any new pledges to admit asylum seekers.

Poland and Hungary haven't taken in any refugees since september 2015, when European Union member states pledged to relocate a total of 160,000 migrants from overstretched Greece and Italy within two years. Member States' legal obligation to relocate will not cease after September - the Council Decisions on relocation apply to all persons arriving in Greece or Italy until 26 September 2017 and eligible applicants must be relocated within a reasonable timeframe thereafter.

Poland and Hungary have refused to accept a single refugee, while the Czech Republic backed out earlier this month, citing security concerns, after taking in just 12 from their quota of nearly 2,700.

"If the EC decides to punish the countries that are pushing for a constructive solution to the migrant crisis and that rank among the most active in sending police officers and experts to crisis areas, but that reject the non-functioning and nonsensical quotas, this will send a wrong signal to the Czech public", he wrote in a letter to CTK. An EU official said that despite its legal challenge, Slovakia had heeded the call to take in refugees and so escaped sanction.

European Union countries agreed to relocate 160,000 asylum-seekers between them - though Romania, the Czech Republic, Slovakia and Hungary voted against accepting mandatory quotas.
