Poland's parliament backs bill tightening political control over the Supreme Court

Lawmakers voted 434-6 with one abstention for the commission for justice and human rights to review and issue its opinion on the draft law, which gives politicians, not lawyers, the power over appointments to the Supreme Court and reorganizes its structure.

That means asking European Union governments to formally state that they regard the rule of law as being under threat in Poland, three decades after Poles overthrew the Moscow-imposed communist regime and put themselves on the road to European Union membership in 2004.

In 2016, Warsaw launched a new inquiry and the investigators claims the president's plane began to break up in the air, and one of the most likely explanations for the crash was thermobaric explosives going off inside the aircraft, an idea both Russian and Polish investigators from the earlier investigations have described as ludicrous.

The passing of the legislation amounts to the final piece in the jigsaw for PiS in imposing political mastery over the judiciary, despite the growing protestations of the European Commission that the move is plainly contrary to European law.

Duda said on July 18 he would not sign off on the supreme court bill unless changes were introduced to another important bill, with which PiS is seeking to rein in the National Council of the Judiciary (KRS), a key institution of the Polish judiciary system with broad powers in appointing judges.

"Collectively, they would abolish any remaining judicial independence", he said.

Just before the vote, Grzegorz Schetyna, the leader of Poland's main opposition party, the Civic Platform, said Thursday was a "black" day for Poland.

The bill, submitted by the conservative ruling Law and Justice (PiS) party, must now be approved by the upper house.

Poland's lower house of parliament has voted through controversial new reforms which will see all Supreme Court judges removed and replaced.

He added he had asked the Polish president for a meeting to discuss the "political crisis" in Poland. The Sejm also rejected the opposition's motion to reject the bill.

The European Commission warned Poland Wednesday that it could impose unprecedented sanctions if the country moves forward with plans to reform its judicial system.

Since 2015, the PiS has tightened government control over courts and prosecutors, as well as state media. It calls for the dismissal of the court's current judges, except for those chosen by the president. Some carried banners Thursday urging President Andrzej Duda to veto the bill.

Wenzel Michalski‏, the German Director of Human Rights Watch, said the bill would kill judicial independence in Poland.

The European Commission has warned it could strip Poland of its European Union voting rights over the changes the government is making to the judiciary.
