Kansas sees no issues with juvenile ruling

Lee Boyd Malvo enters a courtroom in the Spotsylvania Va. Circuit Court. Malvo plead guilty and was sentenced to two life sentences for the murder of Kenneth

A U.S. Supreme Court ruling stating juveniles can not automatically be sentenced to life in prison without parole has not been an issue in Alaska.

The Hawaii Department of Public Safety says none of its inmates is serving life without parole for a crime committed while they were 17 or younger.

No juvenile offender has ever been sentenced to life without parole in NY, but civil liberties groups have argued that denying parole to offenders with long sentences can amount to the same thing. Then a year ago, the court made its ruling retroactive, saying those already serving such sentences must be given a chance to show their crimes did not reflect "irreparable corruption" and, if they did not, have some hope for freedom.

In 2014, the South Carolina Supreme Court ruled that sentences of life without parole were unconstitutional for juveniles, ordering that such inmates could request resentencing.

Beyond those eight, several more are serving de facto life sentences, terms so long they amount to death behind bars. ME eliminated parole more than four decades ago, so all life sentences are imposed without the possibility of parole.

The court found that the harshest punishments levied against adult criminals may be unconstitutionally cruel and unusual for juveniles due to their lack of development and potential for change. His attorneys are seeking a U.S. Supreme Court review. While some have resentenced and released juvenile lifers locked up for years, others have resisted taking action as battles continue in legislatures and courts. They argued that the three sentences should run together, so he'd be eligible for release after 30 years.

Another roughly 100 former teen offenders in the state must serve the minimum 51 years before parole eligibility, records from the Tennessee Department of Correction show.

The Missouri Supreme Court continues to sort out such cases. Those inmates could join the program after serving 20 years or 25 years if convicted of first-degree murder. But the one who committed his crime in Los Angeles County was resentenced and has since been paroled, while the petition was denied in neighboring San Bernardino County, a more traditionally conservative area.

There is at least one case in Tennessee courts that challenges the 51-year sentence.
