Airline bumping rate in US lowest after Chicago airport incident

According to the latest Air Travel Consumer Report released by the U.S. Department of Transportation, especially for the second quarter of 2017, the carriers posted a bumping rate of 4.4 per 100,000 passengers, the lowest quarterly rate based on historical data dating back to 1995.

Airlines reported mishandling 2.54 bags for every 1,000 passengers during the first six months of the year, which was lower than 2.65 for the same period a year earlier.

The U.S. Department of Transportation released the numbers. That rate has since gone down for the second quarter of 2017 to 0.44 per 10,000 passengers.

United Airlines has said it will no longer allow its crew members to take the place of passengers who have already boarded overbooked flights.

Airlines have routinely overbooked flights for years in the expectation that some passengers won't show up.

United and other airlines have taken steps to reduce passenger bumping, including raising their incentive payment cap for voluntary denied bumping to $10,000.

The incident drew attention to the common airline practice of "overbooking" flights and led United and two other major carriers to change their policies on how passengers are involuntarily denied boarding on flights. One of the most memorable was in April when law enforcement dragged passenger David Dao off a United Airlines plane; he left with a broken nose and two missing teeth.

Cancellations: About 1 percent of scheduled domestic flights were canceled in June 2017, up from 1 percent in June 2016 and 0.8 percent in May.

On-time performance: The 12 reporting USA carriers posted an on-time arrival rate of 76.2 percent in June 2017, down from 78 percent in June 2016 and 79.1 percent in May. In June, airlines also reported two tarmac delays of more than four hours on worldwide flights compared to no such tarmac delays in May. In addition, 1.09 percent of flights were canceled and 0.26 percent were diverted. That belonged to discount carrier Spirit Airlines by a wide margin.

United, JetBlue, Delta and Southwest all convinced more passengers to give up their seats than they had in the same period a year ago.

The department is investigating six tarmac delays of at least three hours for domestic flights and two for delays of at least four hours for global flights, which can bring fines against an airline.

The department received 1,605 complaints about airline service during June, which represented a 9.8% decline from May, but 7.7% more than June 2016. Delta, Hawaiian and Frontier had the lowest cancellation rates.
