The report estimated North Korea may have enough in reserve to supply its military for a year of normal operations or a month at a wartime pace.

The foreign ministry painted the new sanctions push as an attempt by Washington to "obliterate" its sovereignty. It test-fired two intercontinental ballistic missiles in July and carried out its sixth nuclear test, a powerful blast it said was the detonation of thermonuclear device, on 3 September.

And the USA ambassador, Nikki Haley, says the resolution is meant to starve the regime of the money it needs to develop its nuclear and missile programs.

Although China also is upset at Pyongyang's adventurism, Beijing is apparently anxious that causing more instability in North Korea by cutting off such a vital commodity will harm Chinese interests, such as refugees fleeing into the country or American troops moving closer to its borders. The U.S. has rejected proposals from both countries that it stop joint military exercises with South Korea in exchange for a halt to North Korea's nuclear and missile tests. Joining us now to talk about this is NPR's diplomatic correspondent Michele Kelemen.

The resolution also calls on states to inspect vessels on the high seas, with consent of the flag state, if they have reasonable grounds to believe the ships are carrying prohibited cargo.

That would mean North Korea imports almost 2.2 million barrels a year in petroleum products, so the 2 million barrel cap in the resolution would represent a 10 percent cut.

It does ban North Korea from importing all natural gas liquids and condensates. It would also ban new contracts for North Korean workers that are sent overseas.

The DPRK is closely following the moves of the USA with vigilance.

The five permanent members of the Security Council are the United States, China, Russia, France and Britain. It said the USA would pay a heavy price if the sanctions proposed by Washington are adopted.
