Catalonia referendum: Spanish state poised to seize Catalan finances

Catalan President Carles Puigdemont center take part on an event promoting the start of the campaigning for the ballot in Tarragona about 100 kilometres south of Barcelona Spain Thursday Sept. 14 2017. Tension is mounting between Catalan and Spain

"If anyone urges you to go to a polling station, don't go, because the referendum can't take place, it would be an absolutely illegal act", the prime minister said.

The Spanish government on Friday passed measures to increase control over how Catalonia spends its money in an effort to stop the regional administration from using state cash to pay for an illegal independence referendum.

Catalonia's vice president Oriol Junqueras, who is in charge of budget affairs, sent a letter to Spain's central government saying he would not provide a weekly account of his government's spending.

If the "Yes" side wins, Catalonia's regional government has vowed to declare independence within 48 hours and set about building a sovereign state.

The Spanish government said on Friday it would continue controlling Catalan spending so long as "the exceptional situation" continued, referring to the regional government's plans to hold an independence referendum it says is illegal.

"We have always said that we would respect the rulings of the Spanish Constitutional Court and the Spanish Parliament".

The raid led to an impromptu crowd gathering outside the building, with people singing the Catalan anthem and waving slips of paper chanting 'Where are the ballot papers?'. They add that "between Catalonia and Spanish State re is an obvious political conflict that comes from far away and we tried to resolve with maximum agreement". "It will have to follow the same accession procedures as those member states who joined in 2004". This would certainly upset the Spanish government, who undoubtedly would persist in considering the referendum as unconstitutional.

"If northern Luxembourg were to cede from the south, the same rules would apply", Juncker said.
