State Assembly passes biennium budget

Sens. Steve Nass, Duey Stroebel and Chris Kapenga have put together a memo outlining their demands. Wisconsin is one of only two states with a July 1 deadline that still doesn't have a budget enacted. Prevailing wage requirements, meanwhile, lay out a minimum wage for workers on state construction projects. Assembly Republicans made minor technical changes to the budget but didn't address any of the Senate Republican demands.

The plan passed late Friday night on a 19-14 vote, following assurances from the governor that several provisions would be vetoed. Instead, he said Walker will use his extensive veto power to do enough to win their support.

Walker talked about the budget Wednesday in a conference call from South Korea where he is on a trade mission. The budget would repeal it on September 1, 2018.

Gina Scigliano, a Google spokesperson, said in a statement to NPR that "we disagree with the central allegations" in the lawsuit. He said he was inspired to focus on Google after learning of the company's fight with the Labor Department.

Senate Majority Leader Scott Fitzgerald has said he wants to vote on the budget on Friday but doesn't have the votes.

The Senate was scheduled to begin debate on Friday. If it does not pass the state Senate, the bill will head back to the state Assembly. It must pass both the Senate and Assembly in identical form before it goes to Walker for his signature. They sought to abolish, through an amendment rejected by the GOP majority, a new provision creating a special judicial track for Foxconn-related legal appeals - sending them straight to a state Supreme Court now dominated by conservative justices.

"If a Democratic governor negotiated this deal, you would be falling all over yourselves to vote yes", Assembly Speaker Robin Vos said. She said Democrats remained united against the budget and had not been approached by Republican leadership to help broker a deal to pass it.

"For anything that hasn't been bid out, I think you could do it as quickly as the time the budget was enacted", Walker said. That came as a surprise after the Legislature's budget-writing Joint Finance Committee passed the budget last week, signaling to many the process was nearing an end.

Walker, who is gearing up to run for a third term next year, also defended the proposed budget plan, saying it fulfills his goals of increasing funding for K-12 schools without increasing property taxes.

High cost transportation aid is in that budget. They've also criticized it for lacking a long-term funding solution for road projects thus further delaying work around the state and borrowing another $400 million.
