Under the Reagan Administration, the United States quit UNESCO in 1984, at the time accusing the agency of a pro- Soviet Union bias.

She recalled that in 2011, after the suspension of Washington's financial participation in the organization, she said that "UNESCO has never been more important to the United States, and the United States has never been so important to UNESCO". In addition to anti-Israel bias, the department cited "the need for fundamental reform" and "mounting arrears" at the organization.

Since 2011, United States arrears to the organization have reached about $600 million, Ms. Bokova said, but she had told members of Congress repeatedly that immediate payment was not an issue, only American political re-engagement in the organization, which she believes serves many American interests overseas.

"The goal of UNESCO is a good one", US Ambassador to the United Nations Nikki Haley said in a statement.

That marked a one tenth of a percentage point upwards revision for each year versus its last set of projections made in July. IMF's 6.7 percent growth rate projection is in line with the Reserve Bank of India's forecast.

Israel's ambassador to the United Nations, Danny Danon, also praised Washington's move as heralding "a new day at the U.N., where there is a price to pay for discrimination against Israel".

The US has long used UNESCO as a stage for political gestures: In 1984, the Ronald Reagan withdrew the US from UNESCO, accusing it of being pro-Soviet, anti-Israel, and anti-free market.

Other members of the council said his withdrawal would help to pool votes for the remaining candidates, which would mean fewer chances for more tied results as witnessed in the previous two rounds. It might be alluding to the fact that Palestine, which has not been granted full membership to the United Nations, is a UNESCO member, and that the West Bank city of Hebron was recently named an official world heritage site in a UNESCO statement that also called Israeli occupation of the territory illegal. Permanent Representative to the UN Nikki Haley has repeatedly denounced these actions, and said the US was "evaluating" whether or not it should continue as a member of the organization.

UNESCO's executive board plans to select her successor Friday in a secret ballot.

The U.S. told Bokova it intends to stay engaged as a non-member "observer state" on "non-politicized" issues, including the protection of World Heritage sites, advocating for press freedoms and promoting scientific collaboration and education.

"At the time when conflicts continue to tear apart societies across the world, it is deeply regrettable for the United States to withdraw from the United Nations agency promoting education for peace and protecting culture under attack".
